All measurements have an error attached. This is part of the Uncertainty Principle, discovered by W.K.Heisenberg and for which he was awarded the Nobel Prize in 1932. Before setting out to make a measurement it is important to have defined an acceptable error of measurement. In this publication it is defined as 2% of the length involved. The basis of this is personal observation. The average handicap in a typical golf club is 13. If one were to observe a range of average golfers hit a shot at a 150m par three hole under a wide range of conditions and then measure the length (m) from the hole to where each shot ended, an average length would be obtained. For the purposes of this publication this average length is taken as 15m or 10%. The Proposed Error of Measurement throughout this publication in taken as 2%, a value that is well within the golfers’ error, yet easy to attain. It would be pointless and a waste of resources to use measuring systems with very small errors of measurement. .
Suggested Policy Statement
A programme like the one outlined in this publication requires a policy statement to drive it forward. A policy statement similar to the example below should be prepared, signed and displayed in public. Metrology or the science of measuring is a serious activity, involving staff, equipment, measuring activity, records, auditing etc. and unless it includes a policy statement is unlikely to be successful. It is the policy of ........................................................................... to achieve and maintain a high quality of measurement of length on the course for the benefit for its members, guests and visitors.
The Club Measurement Officer is responsible for implementing this quality policy. with respect to measurement and reporting of length within the club.
Signed of behalf of the club........................................ date ...........................
